You should have a places-user.cfg inside your SpaceEngine config folder, it contains your locations. If it's not there, it's possibly been deleted before a reinstallation.

Featured locations are saved in a places-def.cfg file, those distributed with the program

Do you have other cfg files named places-* in your config folder?
