Understand my lack of ST damage (or overall damage) on Vaelgor & Ezzorak

I'm trying to learn Arms to perform on raids, but I'm having an issue where I feel like my skills hit for much less than other top performers, despite feeling like I'm doing decent. I'm not going to lie and say I do my rotation well, but baseline the average cast of abilities like Mortal Strike or Cleave are much weaker compared to top performers on the spec.

Can someone give me a few points in order to know what am I doing wrong?

For reference, my Cleaves and Mortal Strikes are much weaker when compared to other players, I'm not really sure as to why or what I'm pressing wrong
