All the top warriors in m+ have reap the storm as their top DPS, but I have raging blow!?

In M+ I see all the warrior that do top damage have Reap the Storm as their highest damage and Raging blow as the second highest....But I have raging blow > reap the storm.

But I feel like I do everything right for the rotation. I save bladestorm for new pulls...I prioritize raging blow over execute/BT when overwhelmed is on the target.

The only thing I can think of is maybe I'm swapping targets too much and hitting things with lower stacks of Overwhelmed? So my reap the storm isn't procing as much?

i mean you literally explained your own issue

reap the storm triggers based off of how many overwhelmed stacks the 5 targets you hit have applied to them

if you hit targets with low overwhelmed count -> no dam
