could be due to procs or whatever but still
that compare could give you an idea
the one thing you can take away from that first link is that youre not hitting tier procs
and of course RNG is always a factor

The priority is to not waste a TB proc. If you are not capped on TB charges and you have SS available, you send SS. If you have 2 charges of TB, you send TB
