Avatar uptime at 19% should be both of 45%
Shield Block uptime 25% should be north of 90%
IP casts at half of the cpm that they should be
You are literally just playing entirely wrong. I don't mean that as an insult. I just want to be clear. You are fundamentally not understanding the spec. Go to wowhead and read every word written on the rotation page. Top to bottom

Thanks! Yeah no insult taken. I skipped a lot of progression and went straight to 10s basically as I came from mage. But i’ll have to press IP for sure I rarely do as well as shield block. It is good to get these numbers of what I should aim for thanks!

Worth noting the rule is essentially "Keep Shield block up at all times while tanking mobs. Use IP only when your next generator is going to overcap you on rage (basically when you are at 70 rage)"
Shield Block is your major mitigation tool

Update from my side, did eco dome with my 4set, much less threat issues. I feel my damage is still low but at least i survived more

The big thing in this is that for some reason you don't press avatar

This should be like at the very least triple the number
Avatar is when a bulk of your damage comes out
Also gives you more thunderblast to press
You're not trying to save avatar for anything, just press it and move on

19% uptime on Avatar is insanely low. You need to be pressing this on CD every single time it's up
Also, seems like you might be prioritizing shield slam over TB? TB is your number one priority, even in ST
SB uptime is better, at 40%, but you should REALLY be at 90%
You really need to just be like.... pressing more buttons
