You're correct; one log has infinitely more outbursts sent on Thunder Blade than the other. You can tell what you're sending outbursts on by using the Source Aura Filter, found here:
When the icon is highlighted in green, it's showing only abilities cast while that buff was active
Since Shield Slam, Thunder Clap, and Thunder Blast consume the buff, you can tell how many outbursts were sent on each spell by their number of casts with the buff active
