i cant tell if your low rage waste is from you spamming ip or just not press buttons enough to cap rage

You're criminally underutilizing some of your defensives. You actually specifically died due to not having a defensive up for a cast coming at you at like 2.5 mins in. You had both spell reflect and spell block available and simply chose death instead of pressing them. Even ignoring that was an actual reflectable cast, you should at least be using SR to mitigate magic damage a lot more often. It has a 20s CD as Prot War, and you had 8 uses across the entire dungeon. I know there's not always major magic damage coming in, but on things like Braunpyke miniboss before last boss, you only pressed spell reflect once, and then never again for the entire time he was alive. He swung at you for at least like a minute and a half, so that's at least 4, maybe 5 casts of SR you should have to help mitigate the constant magic dot on you as well as the pulsing damage everyone takes while he's alive. 20% DR that often goes a long way to making your healer's life not shit.
He means that you managed to not waste much rage, which is what we aim for. However, you managed to not waste rage because you're not generating as much as you can, so it's a lot easier to avoid rage waste, especially if you overprioritize IP like you appear to be doing,
Since overspending on IP makes it so you can't generate as much rage, so it's harder to overcap rage
Wasted rage is rage you generate while being at or near cap, like pressing shield slam at 95 rage. You'll only get 5 rage, while the rest you would have generated is just gone forever
Also, you're doing the thing a lot of other people are doing of pressing your defensives after damage has come in. You take the pierce armor initial hit to the face, wait a second, and then press shield wall
You also didn't press spell reflect at all for the divine judgments during 1st boss, making you just take those unmitigated for literally 0 reason
You can catch almost every divine judgment with a SR, which helps you not get nuked so much during first boss
