Cant figure out why my blocked is ~38%?

what do you mean about your 38% ?
If you talk about the amount of damage mitigated, it is tied to the block value on your shield (that's why the shield is the best defensive upgrade)

Ah I've misread it, I thought my blocked hits was 38%
When I go to dmg mitigated and hover over my name one of the values is 38%
73% is still not great considering I had ~95% up time on SB
