for example say i use RBX2 but Bloodcraze is only at 2 stacks should i rampage or use BT to get Bloody rampage @wise parrot

Depends on your rage and how many RB charges you have

best case say i use RB X3 then BT them rampage is ideal because rampage its automatically enraged before using
worst case: RBX2 but say no extra procs should i use BT or rampag (say i have 100 rage)

Rampaging at 100 rage is higher priority than filling with RB or BT
If you RB twice (putting you at 2 bloodcraze) and that puts you at 80 rage, you would RB again if you can, or BT if you can't
