Well. Chainmail does often get layered under plate armor to cover/protect exposed areas
The way that particular set is layed out, the chain mail would protect where the breast and shoulder plates wouldn't, and then additionally where the gauntlets and Sabatons end as well

I saw a theory once that stated that dwarves had, through survival and adaptation, developed beards that almost acted like ventilators. Since they grow up and spend so much time in mines or underground cities, their beards became extra course and dense to protect them from things like black lung and toxic air, even going as far as developing bacteria in their beards that help with that endeavor. Which is why their beards are so much more dense than other races and why its incredibly taboo to do something like cut a dwarfs beard. Also explains why topside dwarves often have finer/no beards (in some lores)

Obviously you could base animations on the mog and not the weapon but then 1 1h and 1 2h might not play nice animation wise.

Staves are held in 2 hands as are polearms. It's not so much about weapon type but shared animations. Daggers are isolated for this very reason as well.
I am not saying your request is unreasonable or wouldn't be a value add but I can see how there might be technical hurdles that make it less fruitful to implement

Sure, but again fist weapons offer the same issue as daggers, and I'm fairly certain enh and rogues can mog 1hs into daggers as well.
On that same measure, polearms use very different animations and stances than 2hers so whatever hurdles they went through to implement that mog possibility would be roughly the same as allowing fury to mog into 1hs.
Technical hurdles would be there for sure, but I think itd be easier to deal with than trying to balance TG vs SMF
Its one of those things where they can do more work now to reduce mog restrictions and then only have to worry about balancing fury warrior as a whole

Yes but they had also said artifacts were special snowflakes. It's why blizz made such a drink about them for so long. So my guess is extra work was put into them as a tmog group. Its probably why they are their own category. But I agree that work should just be put into the system in general. Without knowing the technical details we can't say though. Honestly there shouldn't be any mog restrictions really. It's just an appearance and not one is going to gain a competitive advantage for looking fabulous.
But to ignore the age of the wow engine and say they should be able to do it isn't totally valid either.
I am not saying it can't be done we just don't know. Tuning a number might be easier than animating manipulations. Just saying.

Agree with the no restrictions bit. One of my favorite (maybe only) parts of ESO that I like is their appearance customization system.
As long as you've found/unlocked the appearance, it doesn't matter if it's heavy, medium, or cloth armor you and mog into it

I think it'd be fine to keep some of the class restricted stuff (like tier sets) class specific. So no DKs in Judgment or something, but everything else should be straight across, anyone and everyone. I personally do not care if there's a Mage in full plate armor if they want to be

Oh also, Vake; I found a plate pant set that you can use under the Dwarf heritage belt that makes it look less like pants. It's called the Cobalt Legguards (used in the image I posted above most recently)

The main issue I have with 90% of the shields is their scaling. They are either oversized or too small with no inbetween. Its extremely difficult to get a set to work with one
And then you also have the shields that sit on the back lengthways instead of up and down
