It's in WoD that the Iron Horde was an invention that came as the result of Garrosh's interference. We only know that Garrosh escaped prison and went to the AU Draenor but I don't think it says when in that time he appeared. Could've spent weeks/months there helping them develop the technology to kill Mannaroth.

But even if the timeline is funky and they got it all done cause the plot says so, WoD makes it pretty clear Orcs did not have heavy industrialization prior to Garrosh. The closest was Blackhand's clan who were largely dabbling and trying to get it to work, and Garrosh supplied the missing pieces/knowledge
