Have an alt clear SoO up to garrosh, leave instance, in fact put that alt on another continent, put your main in the same party as that alt, enter the dungeon anjd kill garrosh, leave dungeon, have alt reset the instance, re enter and do the same thing on main because your alt will still have garrosh unkilled on their lockout. You may then bonus roll on garrosh as many times as you kill him

The hunter season 1 PvP chest is the only piece that I really recall as having something to cover the neck. A friend uses it for mog, but I think all chests (at least those that are meant to fully cover the chest) should have that added.

They can't, but if someone that got it didn't want it, it should be tradeable. I think when they allowed personal loot to be traded, it was a retroactive change to instances that used it. I'm not 100% on that though, I don't do mog runs with pugs so we just use group loot and roll on what we don't have.

The only way you would be able to get the mog is as @restive schooner said someone trades it to you or you get lucky rolling greed on group loot. On personal loot the sword will not drop, on group you will only be able to roll greed and most likely there will be someone looking for the sword. Your best bet if you want it, is to do as I did and go in a small group (we had 8) on an alt that actually can loot the sword, rogues etc. If not, it's all RNG whether you'll be able to get someone to trade you it.
