Its more than just "SB on CD". Yes you can just mash the button, you wont lose any uptime but you might waste a few seconds where youre not actively tanking. I prefer to use one charge at a time.
You want to have it up as long as you take blockable damage. and since youre also using the talent "Bolster", Last Stand becomes Shield Block too. Generally you can do SB->SB->SB->LS->SB->SB->SB->SW->SB etc
And as stated above, ignore pain is mainly used to spend rage. There are a few encounters where you want to prioritize IP over SB, and thats Prophet Skitra, Rixxa Fluxflame, Razdunk, King Mechagon phase 1 and Shadow of Zul

in Actions tab you can change text to whatever you want, and if you also want to announce when it's finished click 'Chat Message' under On Hide and put any text you want, and change message type to say, unless you want it to be said specifically on party chat for example

if you just import it'll work only in dungeons and say Spell Reflect UP! DON'T KICK whenever you used spell reflection
