You can dodge/parry the debuff Vob, so if you're lucky on RNG then that's why you've never seen 3.
You can also stun them with like 3 seconds on the debuff and it'll drop, as long as your group can kill them before stun DR becomes an issue.
Otherwise you'd have to kite them with no one in melee (or bait it on a rogue popping evasion/ DH with blade dance and fast reaction times). If anyone is in melee range without a cooldown up, they'd get a stack of the debuff and probably die.

Your damage intake is 99% tied to your gameplay.

Haste is something that helps you smooth out your mitigation due to reducing the CD on some of our key abilities.
This means that there is less downtime in for example Shield Block while actively tanking enemies.

Vers is something that has come to the spotlight due to Corruptions and people being able to stack it to oblivion - it also scales linearly which makes stacking it even better.

Not everyone NEEDS versatility tho:
In Raids (even mythics) you don't need versatility to survive since the damage intake is not big enough of a threat and there's no real scaling there.
Due to how Mythic+ works every new key level increases the damage/health of the enemies meaning that they are becoming harder and harder - the issue is that our gearing options are limited. We can't get gear higher than what is offered to us through mythic raiding/weekly caches so we have to look elsewhere for the damage reduction once we hit the point in Mythic plus (Usually 24+ for most people) where the sheer amount of damage coming in is just too high to be dealt with what's available to us. There are obviously some other points as well why people go for Versatility stacking.
