@woeful estuary the thing with fire mage is that they're very gear dependant. They like need the mecha bracers + high mastery gear to really perform at all in keys, and even then; its mostly from just pulling around combust to get meaty ignites spreading
so at that low a key
everything dies before ignites can get big and spread
you could compensate by like OMEGA pulling like 7-8 packs at once when his combust is up
but thats a big ??? if ur strugglig with 11s in the first place
he'd be better off going frost imo, as erga says
