Nothing is better than a shield. I would recommend staying prot loot spec until you have 475 shield/weapon personally unless you're mythic raiding and can get one or the other from raid

Damage and health in keys is just 10% more for each key level. There's no big jump from 22 to 23, or any other key lvl.

If it hits for 100 in a +20, it'll be 110 in a +21, 121 in a +22 and so on.
