M+ has a lot of variables - the main thing is that you should use Last Stand to cover for gaps in Shield Block.

The downside is that it's RNG so you can't control it.
in general 15-17 keys are totally fine with VoP major.
It's less desirable in higher keys (20+) because you want more control over your survivability/cooldowns.

You usually want to use it on a big pull (you can plan your dungeon route around it).
In general the more popular m+ classes right now also have 2m CD's so it would line up fairly well with theirs.
You can also use it on smaller pulls just to take advantage of the CD reduction provided via Anger Management to get your Cooldowns back up.
