Bursting is 14% max health over 4 seconds per stack. So assuming the stacks happen at the same time and everyone is max health when it starts ticking, 7 stacks wouldn't even kill anyone. It'd leave them at 2% health. 3 more stacks is another 42% HP so basically as long as the healer can do 41% of everyone's max HP in that 4 second window (which isn't that hard if you're being proactive), it's easily doable. That's not even considering versatility, passive reductions or defensives

Weirdly clearing the revenge proc is still only like 3rd in priority. The rotation is focused on rage gain, so ss and clap are still a bigger deal than it
At high target counts u probably get more damage out of revenge than ss, but ss also gives a fuck ton more rage which probably matters more at that point for actually tanking it
