After that you use Last stand to fill the CD downtime of Shield Block which should allow you to get 2 charges of SB again.
So it's "SB->SB->SB->LS->SB->SB"
(For general defensive rotation assuming pure blockable dmg)

You use Avatar and Demo shout on CD.

priority is SS>TC>Revenge>devastate for dmg.

Never cap rage, pump excess rage into IP, not into revenge.(unless you know better)
Don't empty your Rage Bar before needing to use SB.
If you know you will take heavy dmg use SW beforehand.

If you can't keep up SB or LS, fill the gap with shockwave / kiting ( if needed) / shieldwall
Or ask for an external.
%uptime on Shield block is relatively useless to look at, what matters is effective uptime.

Defensively you should run BV. Offensively for ST devastator pulls ahead. That said, devastator is not used on every boss by a majority of players and BV usually isn’t far behind

because thats the only one you can rely on to be up when you need it, and the only things scary in raid are things like... 2nd wrathion breath, 2nd ilgy beam etc

where you're already planning on having cds (or an external) up and ready to go and that consistent increase to verse DR will jsut help smooth things along

or get you over an undergear threshold

the only time i can really think of 'faster cds to spam them more' being useful is instances like 3rd phase vex

where its a race to kill it before you die and faster recharges might let you sneak in an extra shieldwall or something

and to address your question about ranking them defensively

thats.... difficult

for the same reason we arn't able to sim defensively, theres just too many variables to account for

available externals, how each individual fight plays out etc

so you can't reduce them down to a numerical value of 'this is X amount more effective than this other corruption'

and then the consideration of what do you want out of it. if you want more damage smoothing so healers do'nt pay attention to you than haste or verse proc is the way to go because you'll have a consistently lower DTPS outside of the burst damage

if you want to be super extra safe for big burst things than you'll want to lean towards %stats because they'll be guaranteed to be up and despite having a smaller stat budget than the procs consistency is more important in that case

Yeah i typically swap out a trinket for the N'Zoth absorb when I am running into the "big hit" style issues like the wrathion breath and illy eye beam as you say.
And yeah renking them numerically defensively is impossible I am sure.

In this day and age you almost always want to maximise damage while raiding. As you say - everything else just works itself out.
