Thing is, you want highest EFFECTIVE uptime, not highest uptime. Sometimes the right call is to let it drop for a second or two when it's not needed (e.g. during a boss's cast time) so that you get more useful uptime out of it.

The % you see on Buff Uptime in Details isn't important. Just like when you're looking at your raid logs, you don't worry about what % the buff was up

Yes, it's a "legit strat" if you want to dps.
Cyclotronic + Benthic + Devastator is very good DPS wise - so is crit.
As a tank your first responsibility goal is to stay alive - if you got that down you can start going more aggressive and DPS oriented.

Things that you can play around with are rings etc since those don't provide any primary stats so you can choose according to secondaries..e.g for m+ i'd take a haste/crit ring over a haste/mastery etc.
