The strength of conflict major isn't really the root. It's the fact that it doubles the vers buff. So instead of like 430~ or w/e, you get 860 during trash pulls. The root is a minor buff or inconvenience.
If your group doesn't complain about trash taking a while to group together because you're constantly rooting them, then it could be decent just because of the huge vers buff. And it's pretty consistent, unless you run with a frost mage or a class that applies a 30% or greater slow. In which case you can't root them. Blizzard design or coding 🤷

Conflict gives the vers bonus from thunderclapping. You don't have to stun. Rooting is a loss of control which enables the major's power.
Depends on the situation. VoP isn't always the answer. For example, if you ever plan on snapping 10-15 saurids on high fort AD keys, then VoP major won't technically save you.

Granted, I was ill prepared for both the 15 and the 10 snap, the final 10 snap was easier because I had stuff. So depending on your preparation, sure it doesn't hurt at all. Still, VoP major doesn't do anything for those which was the original point of discussion.

For what it's worth, I used Undying gift for a 21 Shrine, only because doing a 4 attendant pull with 2 spiritualist makes it difficult to cover all water blasts. Undying Gift being off the GCD is pretty nice to rotate CDs with.
