Well, if you can survive without a defensive trinket comfortably, then don't use one. You can sim if DPS is your goal, or you can choose trinkets that are good for both survival and DPS.
If you choose to go for a defensive trinket, there aren't really many decent ones for this week in Mythic+ since necrotic affects all heals/absorbs

There’s no magic number. You should be using it on cooldown pretty much without exception if you’re fighting something. It has a short CD with Anger Management so it should easily be getting 60+% uptime and you’re at like 32% which is lower than Avatar, and Ava has almost twice the CD that Demo does
