If tons of stuff up still after 51 seconds of blocking shockway kite seems liek a good plan...typically avatar should be coming back up at the 5sec mark if not sooner and it had large defensive value if you stack BoM. is shout close

its always a balance in tanking
between strain on healers, risk of dying, and pushing dps to make fights go shorter
and by the time people are getting kills, they have worked out their cooldowns and rotations, healers have worked out what they are doing and risk of death is low
so people slap on thoise pure dps traits/trinkets

If each cast is say 3 seconds long if you go short (3 seconds) short ( 3 seconds) short (3 seconds) short (3 seconds) long (3 seconds) then at the end of the next cast you have your shorts back up again.
If you go long first, by the time you cycle through your shorts your long won't be back up again.

I think the aspect of having to fight for threat is fun. at the beginning of a pull. I am not really a fan of losing threat like half way through a boss because DPS is insane. I think it should be a nice fight at the beginning of a pull and than a tank should be pretty comfy once they establish it. But i like how bosses would drop all threat like after an intermission or something. Like Onyxia when she comes down from the air

For me, the most fun I've had tanking is with the model that tanks should have no threat issues, not deal much damage, and their "job" is figuring out a rotation to keep themselves alive. If tuned decently, I think it's enjoyable.
