Primarily what you're looking for is % of blocked hits
So if someone says someone's mitigation is bad, they are probably sitting at a low % of blocked hits. What % you can expect can vary slightly based on the encounter but it should typically be pretty high.

Yeah it's important to keep SB up as much as possible when you're tanking. Use Last Stand to fill in gaps. With okay haste you should be able to do SBx3, Last Stand, SB (maybe 2 SB after; not sure, don't feel like doing math this early)
And then if you're not tanking, make sure you only use SB if you aren't going to need it before it can recharge
