1-L6 is the inverse of base block chance. L6 is base block chance, and 1-L8 is % damage taken when blocking. Everything in the sheet is done on the basis of 1.
So in other words, that cell is saying: Damage Taken from unblocked hits + damage taken from blocked hits. i.e. Damage taken without Shield Block
The actual damage taken to account for the amount of time shield block is up is calculated in another cell.

I dont like that you look at parry all alone. You get an error as soon as you divide it with % parryable damage. It is a small one, but it is one.

You put in your stats, throw in however much damage is blockable / physical, and look at whatever stat block you're comparing (ex. a stat increase of 100), and the sheet will show you how much 100 of each stat is "worth".

It does not compare the stats otherwise.
