Oddly there's a failsafe in place for Avenging Wrath but not for Avatar. You can't press Avenging Wrath if you're in the middle of a proc, but you can with Avatar
Well that'd explain it.
Ended up being able to get a 26 second timer on my Avatar so clearly it is stackable

After we checked his Jaina logs we discovered he was using his warrior as a dps class and focusing way too much on damage for the progression speed we're at so we adressed him using defensive play style more. When I cut it off you can tell as well because BoM resets.
