A lot of the reason people are willing to do light exploits is in the past, especially world quests thousands of people exploited them and not only got off scott free but got to keep their gains. Then in another instance suddenly its punishable. Then in another instance it isn't. They roll a random die and determine if its punishment or not and people who would normally not risk their account go "Well I got screwed for not doing it the last x amount of times, might as well" and randomly get hit.
Their inconsistencies almost encourage exploiting in the first place.
