Atrax our stat priority is Ilvl. Then assuming equal Ilvl go for haste, Vers, mastery, crit. They are pretty close overall

Your chances are simply lower without skipping it. Even should you skip and not 2/3 its beneficial if you have because your chances to time it are better. And or it's more time you can dedicate to anything else.

Yeah definitely not worth it just for that reason; siphoning is a meme and is only used by people lucky enough to already have a ton of leech on their gear.
