You don't use Devastate randomly..you use it when everything else is on CD and you don't have anything else to press and hope for a SS proc.
For raids i'm using Rezan/R.A.G.E
For m+ i'm using Rezan/Diamond or Rezan/Vial @carmine sparrow

I personally opt for rezan's + opulence as it nets me a lot of HPS and surv and they synergize with each other
and I am pushing the 20 mark as well
the alchemy trinket is a very good alternative to rezan's if you don't have a massive warforge/socket on your rezans
and it gives a lot of value to your healthpots if you are using them

sockets on rings are huge and the eng helm is not that bad, I am using it as well
you also have a rez( gnomish army knife) a CR and a mini-shield on your belt ( basically another healthpot that does not share CD with pots or Healthstones)

don't stress over IP that much, focus on holding shieldblock uptime as high as you can
when both your charges are down use last stand and let them recharge
because the bolster talent gives you block when last stand is active
with very little amounts of haste you can have both SB and IP running at all times in most content
