@sick sentinel So the problem was that CoS ring existed, so it somehow flagged auto attacks to add more dmg and since devastator replaced auto attacks, CoS ring did not add the extra damage. So I initially was wondering since devastator did this, if RF would proc off devastator hits since auto attacks were replaced.

You only want to avoid stacking traits if the part you're after isn't effected by ilvl scaling, if that makes sense. Anything that's adding a variable stat amount, damage, etc. - fine to stack. Anything that's a flat +xyz bonus to duration, range, etc. no stack.

If you don't need the added survival, you can of course switch it out for something DPS-oriented.

Under triggers tab, select debuff in the drop down, type in the exact name or the spell id, under i believe target drop down either focus for a focus target or specific player/target cant remember and type in their exact name in the box under it, that creates the spell weakaura, in the display tab it should have a box thag has %p, change the p to an s for stacks
Best way to learn how to make a weakaura is just do it, i self taught myself, but there are guides that you can google for it

The icy-veins guide was written by Marok and is the best guide available for us. If you have read that and practiced and are still struggling, you can ask, though logs are usually your best bet for us to be able to tell you exactly what's being done wrong.
For M+, Bastion of Might is good to stack. You want one Deafening Crash, and usually the other two would either be Iron Fortress or Bloodsport. If you have the engineering helm, a lot of people sacrifice 1 BoM for the RNG trait.
