If a healer gets chased with no bombs on the ground, felt like GG (even with immediately proccing the noose). There isn't really a general rule. Trinkets are sort of the exception where item level means very little in regards to their strength relative to other trinkets. You just have to use your best judgement.
There are cases where it wouldn't be worth taking a 50 item level upgrade, and cases where you'd take a 5 ilvl upgrade.
If you're comparing two trinkets that are regarded as "good" trinkets, and one is higher item level or something, pick whatever you think is better. It's hard to make the wrong decision in those cases, since whatever you pick the difference is likely to be very minor. And then of course you can always ask for other opinions here and such.

Block is actually worth less per point than pretty much all of our other stats, but again it's not by much

They are basically equal in value. Higher mastery will give a bit more offensive value and be more valuable against physical damage, higher mastery will result in a bit lower damage but be more valuable against magical damage as it's flat dmg reduction and higher healing affecting ip.

Might be that they are coded as "minor enemies"? You can disable those specifically (e.g. Plater has that option).
What nameplates are you using? Blizz default or an addon? If addon, which?

In the default options there is a small box you need to tick (or untick?) to show all nameplates. I had this issue on my DK: I couldn't see Reaping or totems mobs but it was fine on my paladin and warrior and all other options in ThreatPlate were identical across all characters. I can't recall what the default option is called and I am at work but you should find it easy enough.
