It actually depends on slot for gear, I've found. A guy was asking about a socket on boots I think yesterday and a 5 ilevel decrease with a socket was actually 5 total stats less than the 5 ilevel higher piece.

You shouldn't stack any stat. If it's higher ilevel, you use it.
If it's the same item level, pick the one with more haste.

LF Quick trinket advice, before progress raid tonight. I have Briny Barnacle (ilvl 400) Knot of ancient fury (ilvl 400) and rezan's gleaming eye (ilvl 385). Should i still run Rezan? And which of the others should i use? Isn't the flat ekstra strenght worth taking from 15 ekstra ilvls, or is Rezan simply better than 15ilvl upgrade?

For Callous Reprisal the dmg increase stacks but the % dmg reduction does not

if you take safeguard, it transfers 30% of the damage taken to you. It might help for some hard hitting stuff but you need to be extra carefull with using that since some paper tanks take large hits cough cough BDK cough
