There aren't really choices in either tier. ITF is far better than the other choices unless you're doing a single target fight with no allies nearby (meaning you have 1 stack of Into the Fray constantly), and Unstoppable Force blows the other two options out of the water.
Btw the scenario I mentioned where you'd have 1 stack of ITF constantly basically never happens.

Unstoppable Force is just far better than the other two. You're doubling the damage of your already best AoE skill and enabling its use every other global during a cooldown that's up every ~60 seconds with Anger Management.
And in 60, Never Surrender has been a trash talent since its conception essentially. Indomitable isn't a bad talent on its own but it's just insanely outshined by Bolster, which drastically increases your Shield Block uptime and enables the use of a very powerful defensive cooldown more often.

I use Rumbling Earth personally, but I don't do high keys. It would probably depend a lot on your group comp and what level of keys/what dungeons you're doing.
If you need the priority target stun, go Storm Bolt. If you need a shorter CD on Shockwave, go Rumbling Earth

The Uldir ones are rather meh. The one by Mythrax on high ilvl would not be terrible but you won't realistically get it at 400+ to matter
Look for Dungeon trinkets (Rezan, Vial, Gore) or for the Opulence one in BoD if you want a defensive absorb :-)
