Blackout Strike gives a charge of Elusive Brawler, which means it has defensive gain as well. The list that was clipped is a priority list, not a rotation, and Black Ox Brew says "(if talented and <1 Brew charge)" after it, so obviously you don't use it at the start of an encounter.
