You guys always assume that cooldowns lose value when you can't line them up perfectly, but that's not the case.
Passive strength is also useless when you are running from one group to another etc.
We are calculating cooldowns on average or on constant fight.
In real situations, they will perform at least that well, possibly better if you manage to line them up better.

@drowsy relic BoM is not worth more than 1 tier of improvement in Azerite gear, meaning, you will upgrade for ilvl over it. The caveat to that is, if you are doing massive pulls (12+ mobs) than it may have higher value. but thus far, only DC is the true "this beats ilvl"
