For what it's worth, recently I was struggling with that exact same question - prot warrior vs prot pally, and I made my mind up for prot warrior.
For me it was primarily down to mobility and CD mechanics - Warrior feels more fun to me to play. Although I do have to say Avenger's Shield is awesome. 😃

but its value is really hampered by the fact that you're going to be clipping SnB Procs from Devastate, into SnB procs you already get from hitting Revenge or TC anyway

Use 4pc T21 until they fix it and you'll basically feel the same way from what I've been reading. The AP scaling or whatever on the bonus wasn't fixed so you get a massive IP every time you block. As long as you refresh it every 12 seconds, you basically don't run out of IP ever.

Yeah I think the GCD thing is gonna be the most impactful on my enjoyment tbh. I can even handle having to cast Devastate again. But charge alone being on GCD is pretty gross.
