We're not the best class on that fight. Majority of the fight's damage not being mitigated by armor or shield block is painful. Gotta rely heavily on IP and CDs which can feel pretty bad, especially taking 3 stacks.

I mean, idk why you'd have a hard time believing that. A ton of our mitigation is from blocking and armor, neither of which applies to the primary source of damage on that fight. If you're 955 doing normal (or maybe even heroic), then yeah 3 stacks probably won't be bad. But it's unrealistic to expect a spec with limited ability to negate the mechanic (relative to how we normally can handle damage) to have it easy on that fight. Run w/ 3 tanks and do 2 stacks and you'll have a much easier time. It's pretty normal for certain tank specs to struggle with certain fights based on mechanics though, or at the very least, for other tanks to do it much easier.

Both of those classes have actual damage reduction for their active mitigation abilities (Demon Spikes and Shield of the Righteous), so it makes sense that they would be able to handle it more easily than we can. Shield Block literally does nothing for the Tear Rift DoT since it's not blockable.
And our other benefit, armor, also does nothing to help against it.

There are a lot of silly things in this game. Honestly bleeds are one of the strangest mechanics in the game considering how they behave in various circumstances. For example, monks mitigate bleeds with magic stagger instead of physical stagger in a lot of cases.
