Whereas mastery and Vers scale on your abilities and the amount you block, so once you can keep Shield block up enough and you have almost no down time for using abilities. (maybe the 30% was for HR)

Nope. Haste gives you reduced GCD, reduced CD on Shield Block, and faster weapon swings. Faster weapon swings = more damage and more rage via Devastator
There are two reachable breakpoints when wearing 2pc T21, one at ~25% and one at ~55% (20/50 if you have perfect latency/play) that enable extra Shield Slams during Battle Cry, but you don't stop stacking haste once they're reached.

What we usually do is pull first demon down kill it off, pull next down aswell and then after its dead we run to the top and if it get dicey for tank he jumps off the stair so they start to go down and he loses his necrotic stacks

The daggers just hits really hard and can be tanked next to others.

i almost always use the 1k ilvl argus trinkt, and switch diimas/codex for multi and chrono/eye of fharug/haste stat stick for single

Few things i forgot, you can count on one or two battle rez (which i don't like)
Be sure you get the trickster that's pattroling in his room, gives a lot of stacks.
Use your increase max heal CD (forgot the name, sorry) when you're low with lots of stacks, it can by 10~ sec
If you can, use a power aura or something to see how long you have left on the stacks, sometimes you can drop to 4 or 3 sec out of luck, and one leap is usually enough with the speed talent. (Not that easy since not looking at the ground can punish you ...)
