WoW is just optimized poorly it seems. I run a 7700k at 5.0ghz with a 1080ti and only get a max of 70fps in raids during combat. Witcher 3, Tomb Raider and the like are all at 140fps+.

The reason it's good for other tanks and not as good for us is because we spend a lot of time at high health, which makes things like that not as useful for us. Other tanks like DKs and pallies are designed to take more damage, so they get more benefit from it. AFAIK, no one really uses it for ST though since it excels in AoE situations (the procs don't share RPPM so you can get crazy procs in an AoE situation with constant hits coming in)

(You don't have to think about tier when choosing legendary - except the obvious slot collisions.)

First, you pick situational legendaries that are very strong in the given situation:
Legs - for the Spell Reflection timing (notably Varimathras).
In any AoE situation, you always use belt.
(There might be more in this category, like trinket or even shoulders, but the situations are pretty rare.)

Next, you ask yourself: do I want to improve my self-healing/survivability? If so, you pick bracers.

Finally, if you have legendary slots available after this, you take gloves (if the slot is available) and if you have another slot, you pick ring.
