T20 4pc+T21 2pc is without a doubt better defensively at pretty drastic levels of ilevel difference. But unless you actually need that level of survivability, it's better to use either 2pc+2pc or 2pc T21 and highest ilevel gear for more DPS.

Hi guys. Anyone have advice for Mythic Dogs? I’m running bracers and soul ring (unfortunately I can’t seem to get gloves or belt 😦 😦 ). Given this scenario, should I spec into Heavy Reprecussions? Should I use Ararats blood mirror? The problem is the fire dog and having to survive up to 7 stacks without those 2 crucial legendaries . Anyone have advice on what I can do to be successful on this fight?

Use the legs. When u get around 5 stacks be ready with a big CD. Don’t hesitate to call for an external. I think our first kill I used the legs and the quest ring

For overall absorbs it comes close to what the tier combo provides

I don't think there is listed accurate maths but the bonus to IP exceeds what you can get through superior item level (attack power). A simple way to ballpark this is to see what your listed IP cap is on the tooltip. Put on some higher ilvl gear (or strength trinket) and see how much IP cap goes up. You can compare the value to what's listed in your tier set (also affected by attack power). This is just my napkin maths though.
