@cinder nova If you're referring to 4pc T21, it's better in M+ because the ICD of the proc is 1 second. The average boss swing in a raid is 2 seconds, so you're getting more use out of it in M+ (on trash) because you're blocking closer to every 1 second than you are on a boss.

Which you can't effectively do when you're chain casting Shield Slam all the time (no free globals for Revenge)
And if you're not weaving (casting at a 1:1 ratio) then Vengeance is serving no purpose.

The RNG gods have decided to bless me with three legendaries the past two days.... Kakushan's, Soul of the battlelord, and (less impressively) destiny driver. My first and only legendary before that was the timeless stratagem, and I had gotten quite used to being able to leap around everywhere with rarely having a cooldown. I know Kakushan's and the soul are supposed to be very good all around, but are they so good that I have to give up the shoulder legendary that I've gotten so used to using for ease of use?
And if not, which one should I take over the other? Gauntlets or ring?

Gloves are better than ring for DPS. Ring is better than gloves for defense, but is kinda hard to use efficiently with T21 2pc.

They kite because higher keys kinda demand you to do it.
Especially on fortified where mobs have more health
People usually pull bigger where they can in higher keys so 1) There's a lot more enemies . 2) The enemies hit a lot harder.
On a +18 it shouldn't be a problem.

this whole secondary guessing is a dreadful game. I am close to dropping below 30% haste. I am perfectly aware that there is no required minimum haste and that haste is only better point by point and crit is just the worst and to be avoided. Buuuuut.

Firstly talents are very wrong. You should be playing Devastator and booming voice especially with t21 2p.
Secondly you have some gaps once you use BC, some GCD's you use TC or devastate instead. Only use Shield slam and ignore pain during BC on single target.
The big issue is the talents, especially since you have threat issues
