Say that you have 60% DR from armor and 5% DR from versatility with 7/7 in basion and you do a normal block on a 1M auto attack.

Trinkets like WHoD and stuff like that also provide a % dr

So my two issues with WA packs is that a.) I like to move my camera a lot, which results in WAs overlapping with my toon, and b.) for some reason they have like super tiny WAs that I think should be bigger and there are usually unnecessary ones (like one I tried recently had like out of melee range indicators for some reason)

@unborn island for some reason my group has never ran into issues with the last platform on vizaduun or whatever his name is. I can't recall if we ever did it with necro & tyr though, I know I've had it on necrotic at least though. the rest of it I dont mind on any of the affixes

but perhaps as it's not fortified it will all die so fast

You really can't get them as the tank because the position of the pools is relative to the boss's position.
You might get 1 or 2 when he's casting fear, but other than that you literally can't short of heroic leaping directly on top of one

Regarding usage of shield block for raid boss abilities, that must be blocked: Would it be wrong to adopt a stance of, always keep 15 rage reserve, and dump the rest as needed.
For example being at -3 seconds from the next scythe,and having 30 rage: Dont spend on ip/revenge if ip is maxed, wait to reach at least 75 to ip/45 to revenge, so you 100% have the rage to block, regardless of procs?

You should have a weakaura to tell you your buff time on shield block and a weakaura to tell you when the next scythe is happening so you dont really need to put that much thought into it but yes you need block up for each one
And with the number there im assuming you are counting if you are running venagence, which you shouldnt if you have t21 2p, since for 1/3 of the fight you cant even hit revenve
