Okay, so TL;DR: I suspect something other than your GPU may be causing the issues that your GPU is having.
I find it hard to believe that across 3 mainboards and 3 GPU's, you are having the exact same issue with the exact same games using all the different drivers.
I don't doubt that what you say is true; it is true. I'm not convinced it's a GPU error though.
Also, I'm glad you came here asking for help, because what you've done so far is "fire the parts cannon" at the problem, which usually never fixes the issue, but costs you a lot of money. It's common when folks troubleshoot automotive issues, too.
currently swapping out with my rx 6600
I ran DDU to uninstall the previous drivers from my 7600

Try to get into the habit of using the AMD Cleanup Utility, please. It's more thorough
haven't switched the GPU in 8 months
The AMD Cleanup Utility is better than DDU in a few different ways, but I'm not up to typing out the few paragraphs to explain why right now :P
The thing is, I started having this issue ever since I bought the 7600
And went through 3 models of the 7600
All with the same issue

I’m still not connected to the internet, to avoid Windows automatically downloading drivers. But I got the setup files already downloaded for 24.5, 24.7, and 23.12
Leave the 6600 in your system for a few days. Test all the things
