So basically what you do is this...

-draw your picture out on a piece of paper, important it must be sharpie or another type of dark thick pen.

-take a picture of the drawing with your phone

-edit the contrast/exposure/saturation so it's only white and black, no light artifacts

-import the picture to a painting app, then use the "fill" funtion. From there just shade it and ta da!

It's Art, it's the same as taking a screenshot and then replicating it with watercolours. It's handcrafted carefully. It's the difference between some bloke with an iphone taking a picture of something, and a professional photographer carefully framing and taking a picture of the same thing.

(to answer your question, since you were curious)... what I do is take photos outside of the sky above my house, look to old photo's that I've taken in different countries when traveling; or look at fan art, concept arts, sci-fi covers, pre-release footages... and then I hack the executable in real-time and paint in-game with RGB color palettes in specific spots (prior to saving those values), and then (re-writing it in XML) - prior to re-writing it in python.

NMS the game itself is art. However, sometimes people even basebuild in-game artistically. I've seen some amazing stuff, like by Ray Reynolds for example.
Then there are people who digitally paint in-game screenshots with 3rd party software. Then there are people who may use 3rd party software to paint in-game. Then there are people who use 3rd party tools like photoshop and other stuff to draw/paint pictures.

In actuallity, it's the creative expressiveness and effort dispensed into the piece that makes it art.

If you think your post is worthy of art and shows artistic merit, it's welcome here, no matter the format. While the mod team encourages you to use appropriate channels (like #nms-photomode-gallery), if you consider it art it probably fits here. Art is subjective, end of discussion.
