If you read the article it isn't saying it's "poorly optimized" though, it's stating there is a bug where the game will hit 100% CPU utilization during the first 5-10 mins, and that the animations are 30FPS. Doesn't talk at all about how their computers were running it, other than that they were running at 1440p.
