they stay the same level in each area, but with it toggled on even the low level areas will have enemies the same level as you. I figured that I'll keep it on because it adds a challenge, but keep the difficulty at Story and sword

tried at higher difficulties and the enemies are ruthless, they do so much more damage than you even if they're in White Orchard

Looting is so much more fun now that it isnt tied down by levels!
