Those are different issues lol, not really good to compare them. But yeah there are better ways. I think the issue is the edition on next gen is by default bundled with the DLC. If they didn't do it that way it would make more sense I guess.
But they chose to do a complete edition bundle type thing so there's not a one to one path from base game without DLC -> next gen plus DLC

I think the biggest issue is just the logistical issues introduced by this free upgrade shit. Like, does every single game developer that made a game for PS4 now have to offer the PS5 version free of charge to everyone that bought the original game, just because that's what other people are doing?
Not everyone is going to have the funding to plan for that, and one thing that's being left out here is if the base version of the game is compatible with PS5 in the first place.
If it is, who really cares if you can't upgrade. Obviously there's still the issue with essentially spending more money for the same content, but that's existed with these ultimate edition things for a while. If they can release a patch for the PS4 version of the game that allows it to get the enhancements that the PS4 version get then it's identical

They make the money on the software/titels and the accessories

I just thought of a concept for a platformer game that can be super hard or super easy or both, depending on your gameplay style/skill.
It's a metroidvania style platformer, but when you kill an enemy they don't die. The best you can hope for is knocking them off some tall ledge and hoping they can't get back up before you finish the entire game, or they will come find you. None of the enemies die. You can avoid them if you use stealth mechanics, and if you do go this route, you can avoid pissing them off or ever having to face them later on, but any attempt to piss them off means they'll come looking for you - eternally.
They can't be killed. You basically have to push them off ledges and trick them into traps to slow them down from getting back to your level eventually
One or two enemies...no biggie...but eventually you'll be dealing with an army hunting you
I could see people playing it to piss off all the npc and see how far they can get on the run from an army
Or stealth trying to avoid any NPC
