If your question is if it will require Windows store, it's not going to use that to launch it, no. You do need an xbox account to play the game though, which will probably require you to have the xbox app installed on PC.

EA have said they won't change their business model because Fifa is their #1 earner and it's literally recycled yearly, followed very closely by other sports game.
Rockstar won't give single player DLC for GTA or RDR2 because the online segments massively outweigh the earnings when comparing to offline and it doesn't make financial sense for them to put development time into single player DLC.

On the plus side of things, it's allowing other developers move in to empty space once filled by other developers.
