An idea for a Beacons Part II [Discussion]
Settlements are amazing since Beacons, however, as we've seen time and again from HG, you can take something truly awesome and improve it further to epic.
I therefore propose that there should be a reward system built into Settlements that allows for the creation of Bases in conjunction with them with a great deal of extra utility compared to traditional bases.
Have each Settlement set aside a specific limited space, a parcel of land when an Overseer gets it out of debt for that player to build a base in, and give unique bonuses for that base that are tied to the success of the Settlement.
Make it so that, in addition to the Settlement Resource Production, improved Agricultural buildings (or redundant ones) should increase plant yield and hasten plant growth speed of crops planted by the Settlement Overseer.
Improved Industrial buildings (or, again, redundant ones) should hasten Refining, or even make refining more efficient (for example, instead a 5:1 ratio of Runaway Mould to Nanites, imagine a fully industrialized Settlement giving its Overseer a 4:1 ratio, or even 3:1).
A settlement with a high level Markets (or redundant ones) may allow an Overseer a significant discount on goods purchased/unchanged on goods sold via a Galactic Trade Terminal in their mansion.
These "Overseer Mansions" as I think of them should have some unique building options, for example, a prefab garage building you can build at the edge of the build space directed outwards with a unique Exocraft that cannot be summoned off world, something that an Overseer can use to traverse the planet their Settlement is on.
This can tie into another suggestion: Settlement Expeditions undertaken by the citizenry should, occasionally, require the personal attention of the Overseer, in much the same way Frigate Expeditions will occasionally call upon the master of a Freighter to come assist. Thus...
