Limiting Agent access properly

What is the best way for agent to only use tools and disable other internet search functions completely? I need my agent to only use tools, nothing else. By default, for example my "proxmox monitor agent" will answer questions outside of definde instructions, like weather questions. How to disable that kind of behavior? 🙂
